A low pressure system exited the PAR on November 15. Late on November 16, a tropical disturbance formed east of Vietnam. It slowly tracked west-northwest and strengthened into a tropical-depression strength storm early on November 17. Toraji made landfall on November 18 and quickly weakened. The remnants briefly reorganized, regaining tropical-depression strength on November 20. However, as Toraji made a second landfall on the Malay Peninsula, it weakened once more and dissipated late on November 21 due to opposing winds over the Strait of Malacca.
